Memorandum of the Meeting of the Pan African Association of Plastic and Reconstructive Surgeons (PAPRS)

The delegates represent different Societies listed below attended   Meeting of the council of delegates of PAPRS in Tripoli - LIBYA 23.2.2008

Prof. Zaidi chair the Meeting as Deputy General Secretary IPRAS. He apologized for the absence of Prof. Lamont and Dr. Marita Eisenmann Klein who could not attend the meeting because of visa problems. And he thanks Prof. Lamont for the efforts he has done for the Pan African Association of Plastic and Reconstructive Surgeons although the activities was simple in the last 4 years there was weak communication

He introduce the Agenda of the Meeting composed of:

Election of a New General Secretary of PAPRS *
Discussing the ideas to improve the PAPRS *

The Delegates thanks Prof. Zaidi and Dr. Rida Franka for their efforts to have this Meeting hold in Tripoli in order to activate the PAPRS without that it was not possible to have the Meeting.
They approved the proposed agenda.
After fruitful discussions they agree upon having a Secretary General who will act for the benefit for PAPRS and to have active assistant Secretary General and Treasurer of the PAPRS and they elect executive committee as follow:

II   The Meeting emphasize the importance to activate of PAPRS and they agree upon the following steps:
Formation of Webpage for the PAPRS Dr. Ahmed Adel Noureldin , Prof. Anil Madaree were nominated to coordinate the Webpage

Activation of the African Board for Plastic Surgery. Dr. Richard Nnabuko was nominated to look at the proposal admitted from Prof. Alfred Belger

Dr. El Hassan Tazi was nominated to submit the platform about the internet telemedicine between plastic surgery departments in Africa

Paying attention to the importance of the activities of humanitarian organizations practicing Plastic Surgery In Africa and the possible adverse effects especially having none trained personal practicing plastic surgery in Africa . The Meeting nominated Prof. Goran Jovic to submit a proposal for guidelines to organize the activities in such groups in Africa

The Meeting discussed the financing of the activities of the organization , the difficulties to have proper funds from the governments for such purpose and the importance to raise enough amount of money in order to keep and strengthen the organization and decide to negotiate with the different governmental and none governmental organization and IPRAS in order to raise funds for PAPRS

The Meeting decided about the coming Congresses of PAPRS as follow:

a) Nov.- Dec. 2008 Lagus Nigeria in combination with the Pan African Association of Burns. Coordinator Prof. Richard Nnabuko

b) March 2010 Marakesh Morocco Coordinator Dr. El Hassan Tazi

c) 2012 South Africa coordinator Prof. Anil Madaree

At the end of the Meeting the attendant thank the Libyan Society and specially Prof. Zaidi and Dr. Mohamed Rida Franka for their hospitality

Prof. Zaidi thank the participant for the fruitful Meeting the open and clear discussions which was aiming to activate the PAPRS and he stress upon that all the attendance and the other members of PAPRS have to work as a one group and not to leave the burden upon the executive committee . He regards this meeting as a step forwards
